Governors could be powerless to deny Trump troop request

On Thursday, the president said he wants to deploy up to 4,000 troops along the border until the wall is built. The president has the authority to use other national security resources, such as the National Guard and the law enforcement resources of states along the border, to prevent illegal breaches of our border.

It remains unclear whether the deployed guardsmen will be armed.

Mattis late Friday signed an order for "up to 4,000 National Guard personnel to support DHS's southern border security mission while under the command and control of their respective governors through September 30, 2018", according to a Defense Department memo.

Some media outlets would lead you to believe President Trump has "ordered" the National Guard to the Mexican border, to guard against already existing (and planned) "marches" of immigrants coming over.

Administration officials admitted to being caught off-guard by the President's declaration during a lunch with Baltic leaders that "we're going to be guarding our border with the military".

The Arizona national guard said planners would coordinate the deployment of 150 troops. George Bush sent around 6,000 personnel in 2006, while Barack Obama deployed 1,200 Guard members back in 2010.

Governors have some leeway to say no to presidents, but depending on which federal law Trump uses to order the deployment, the matter could be out of the governors' hands.
