The land issue also formed part of a significant shift in the ANC, as the December conference marked the first time the ruling party adopted the policy of land expropriation without compensation. The national assembly, in concurrence with its upper house, instructed its constitutional review committee to review the constitution in line with the successful motion and report back to it by 30 August 2018.

He also said that South Africans would not pay rent to the state for land, and that only corporates and foreign investors would pay rent. That left black South Africans with land that could barely sustain subsistence agriculture, while the white commercial agricultural sector thrived. According to a 2017 government audit, white people own 72 percent of farmland.
Not all of South Africa's parties supported the motion to amend the constitution.
Groenewald said he had no doubt that when government spoke about land expropriation without compensation, it was not just referring to farm land.
The opposition Democratic Alliance voted against the measure, and blames the slow pace of land redistribution on the ANC, which has ruled since the end of apartheid in 1994, but now faces a tough election next year as it has slowly lost ground to the opposition.
