Scott's comments came after the Federal Bureau of Investigation said in a statement that a person described as someone close to accused gunman Nikolas Cruz, 19, called an FBI tip line on January 5, weeks before the shooting at Marjory Stoneman Douglas High School, to report concerns about him.

While Mr Cruz has not yet entered a plea, arrest documents allege that he confessed to authorities he was "the gunman who entered the school campus armed with a AR-15 and began shooting students that he saw on the hallways and on the school grounds".

The charges can bring the death penalty, but prosecutors have not yet said if they will seek capital punishment.

Earlier, Florida's child welfare agency investigated after Cruz cut himself in an online video, but found him stable, according to state records.

According to the paper, DCF's investigation was completed that November 12.

"We are the students, we are the victims, we are change, fight gun violence now!" student organizers wrote for one of the planned events.

The sheriff's office is also looking at over 20 "service calls" about Cruz over the past two years to see if anyone could have done anything to prevent the shooting.
