Iran has also voiced opposition to the Turkish military operation in Syria, with President Hassan Rouhani saying on Tuesday that Ankara does not "have the permission of the [Syrian] government...and the consent of the people" for such an offensive.

"Over the last 48 hours, the scale and ferocity of attacks [in Idlib and Eastern Ghouta have] increased dramatically resulting in multiple reports of civilian casualties and airstrikes that have reportedly hit at least three hospitals", the commission said in a statement Tuesday.

Russia, Assad's main backer, retorted that "no perpetrators have been identified" and accused the US.

Tuesday's toll of 80 dead was "the highest civilian toll in Syria in almost nine months, and one of the bloodiest days for Eastern Ghouta in several years", Observatory director Rami Abdel Rahman told AFP.

On Tuesday, President Rouhani also said the USA military presence in Syria is meant to "disintegrate" the war-stricken country.

The United Nations has also said it is looking into reports of chemical attacks in the country.

Photo Syrian rescue workers recovered people wounded in airstrikes on the rebel-held enclave of Kafr Batna near Damascus on Tuesday.

Meanwhile, the Syrian regime intercepted an Israeli attack on a military position in Jamraya, northwest of Damascus on Wednesday.

In apparent retaliation, one person was killed in rebel mortar fire on the regime-controlled part of the town of Harasta, according to state news agency SANA. The government is carrying out scorched-earth attacks in two of the last major rebel-held areas - near Damascus and in Idlib - and Turkey is striking a Kurdish area on the northern border.

Free Syrian Army (FSA) rebels launch an attack on the capital Damascus from its suburb of Ghouta in July 2012, more than a year after the start of an uprising against the regime.

More than 350 people - including 86 children and 68 women - have been killed in bombardments in Eastern Ghouta alone since December 29, SOHR says.

"Right now the military role is clearly defined and right now that's to support the SDF", said Jarrard, who gathered with other American troops and commanders at the Manbij outpost.

The Organisation for the Prohibition of Chemical Weapons said a fact-finding mission "is investigating all credible allegations". "This council has been outspoken on ending Syria's use of chemical weapons, and yet, they continue".

Ambassador Haley also made remarks condemning a Russian draft resolution at the U.N. Security Council meant to address the chemical weapons issue. "However, this desire [of the U.S.] will not be fulfilled".

The surge in violence comes on the heels of the death of a Russian jet pilot who was shot down over Idlib province on Saturday.

Those strikes followed an onslaught of airstrikes by both Russian and Syrian warplanes against rebel-held towns and villages in Idlib on Sunday and Monday, in apparent retaliation for the downing of a Russian warplane in the province Saturday.

It was the second day of an intensified assault on the region.
