China criticizes U.S. for nuclear adversary claims

Iran says US nuclear policy brings world 'closer to annihilation'

Foreign Ministry Spokesman Ren Guoqiang noted that China is carrying out its military development and policies in that sector with a defensive goal, not with the intention of attacking any country.

Avoidance of "automaticity", a system where there is an automated retaliation in the form of a nuclear strike, and the need for new low-yield nuclear weapons are among the highlights of the Nuclear Posture Review (NPR) of the United States government released over the weekend.

'The US Nuclear Posture Review reflects greater reliance on nukes in violation of the #NPT, bringing humankind closer to annihilation, ' Zarif said on Twitter.

"What we're trying to do is ensure that our diplomats and our negotiators are in a position to be listened to when we say we want to go forward on nonproliferation and arms control", Defense Secretary Jim Mattis told reporters ahead of the review's release Friday.

Land-based ballistic missiles, submarine-launched missiles, and air-delivered weapons - to be extensively modernised, as begun under ex-President Obama.

The Nuclear Posture Review (NPR) envisages short-term plans to modify existing submarine-launched ballistic missile (SLBM) warheads to provide a low-yield option and pursue a modern nuclear-armed sea-launched cruise missile (SLCM) in the long run.

"Expanding flexible US nuclear options now, to include low-yield options, is important for the preservation of credible deterrence against regional aggression", the report says.

Budget 2018: Here are 10 facts that you should know about
PUSH TO EDUCATION: Education is important for overall development of the country. This, however, will not change anything for finance minister Arun Jaitley .

Friday's report endorsed adhering to US arms control agreements, including the New START treaty that limits the United States and Russian Federation each to 1,550 strategic nuclear warheads on a maximum of 700 deployed launchers.

China "has always kept its own nuclear forces at the minimum level required by national security", Mr Ren said.

Soon after, Russian Foreign Minister Sergei Lavrov said he was "disappointed" by the document for its "confrontational and anti-Russian character", while Iran claimed US policy would bring the world "closer to annihilation".

The review mentions that nuclear weapons could be used as retaliation in "extreme circumstances", not just as retaliation to a nuclear attack.

The Defense Ministry statement said global peace and development "are irreversible trends" and called on Washington to work with Beijing to "jointly safeguard peace, stability and prosperity in this region and the world".

Although the review largely focuses on Russian Federation, several sections are dedicated to the lack of transparency in China's nuclear build-up.

In 1970, the Treaty on the Non-Proliferation of Nuclear Weapons, or NPT, was ratified, and it was extended indefinitely in 1995.
